Integrated Method Application Study In Traffic Strategic Environmental Assessment

Strategic Environmental Assessment is the application of Environmental Impact Assessment to Strategic actions such as policy, plan or program (PPPs). It's the formalized, systematic and comprehensive process of evaluating the environmental impacts of a policy, plan or program and its alternatives, including the preparation of a written report on the findings of that evaluation, and using the findings in publicly accountable decision-making. Because of the purposes of SEA are to prevent and mitigate negative environmental effects caused by the policy, plan and to control environmental degradation from the sources, it has been popular with many people. Assessment methods are important structure of SEA. Unlike project environmental assessment, the assessment methods are not perfect as a result of the macroscopical and complicated strategic. On the basis of analyzing and knowing progress of SEA domestic and oversea, a integrated method is put forward, including Data Envelopment Analysis, Traffic Environmental Carrying Capacity, System Dynamics and so on. It is used in the Zhanjiang traffic planning and have received begin prediction effect.The content of this thesis is as follows:(1) The development history and research progress are reviewed first, combining with the main content, the main trend of SEA is concluded. And the technology route of the paper is advanced.(2) The basic theories and technical methods applied in the paper are introduced.(3) From the content, coordination and sustainability, analyzing the traffic planning in Zhanjiang.(4) Based on the analyzing of the traffic actuality in Zhanjiang, Data Envelopment Analysis and Traffic Environmental Carrying Capacity are used to evaluate the sustainability and the carrying capacity of urban traffic system.(5) According to different scenes, System Dynamics is used to predict the impact of traffic planning. And decision makers can get support with it.Studies indicate that the integrated method is good and is feasible for applying to the traffic planning environmental assessment.
