It is largely believed that preventing calamities in cities is more important than reducing damage of fire accidents afterwards. Hence, building a safe environment in a city is an important issue, in particular when cities are places where large population concentrates.There are many factors which influence the city fire .All the factors have different effect on the city fire,and they also influence each other.Assessing the fire-safety in city zone is the basis of fire progressing and arranging.For purposes of preventing calamities in a city, this research is intended to analyze the 2694 fires of Kaifeng city during l995~2004.Because the fires of history inflect all the results of factors which influence probability and severity of the city fire.According to the fire statistics of Kaifeng,the fires of dweller buildings occupy 30%~50% of all city fires and the electricity leads to most fires. Most fires happen in the evening during 24 hours of one day.The fires of each month chang with the season.There are more fires in winter .especially in January and Febuary during the Spring Festival.Building fires occupy the majority of all city fires.Dweller building fires and vehicle fire arise dramatically in recent years.In order to evaluate the fire risk of Kaifeng scientifically,the article choose the four district's dweller building and key unit of the security against fire of Gulou,Shunhe,Nanguan,Longting as the study subject to represent the fire risk of Kaifeng.On the basis of analysis of the dweller building fire's relationship with the area of district, density of population, quantity of electricity using and ability of fire brigade,this paper set up the guideline system of dweller district fire assessment.On the basis of relationship of key unit of the security against fire with the area ofdistrict, density of population, quantity of electricity using and ability of fire brigade ,this paper set up the fire assessment guideline system of key unit of the security against fire.Using the methods of fuzzy mathematics, this research will find out places where fire occurred, and the high-frequency areas and the components in the city zone fire safety system , and as well the weight of each criterion by Analytic Hierarchy Process method.The relationship between frequency of fires and the subject degree will be analyzed statistically and quantificational.According to the sequence of the fire risk, research results are expected to provide information on highly dangerous areas/spots in terms of fires, and precautious policies needed to be taken to prevent fires, which would be useful for urban planners, as well as fire departments.
