Study On Mining Environment Management

Mineral resources is important for the development of economics, from now to the beginning of next century, with the increasing of industry and the growth of population, the quantity of mineral resources we deplete will rise quickly. As we exploit mineral resource expensively, we change the circulation of materials and energies in mining area, which give rise to serious environmental pollution and destroy the ecological balance. Since the Environment and Development Conference convoked in 1992, sustainable development become the common developing paten in the world. The purpose of it is seeking a way that give consideration to both the benefits of contemporary and descendants. As a industry that exploring resources which cant not rebirth and destroy the environment seriously, the environmental action of mining will be paid attention to extensively .In our country, the environmental problems in mining area are shocking, many ways to deal with them have been provided and put into effect. However, without a reasonable system of mining environment management, many policies and measures are not workable and destroyed environment can not be harness timely and effectively. Therefore, we can not root out environmental problems in mining area by the way of harnessing. Only we take the way of management can we improve the environmental condition in mining area.Mining environment management is a kind of general scheme on how to protect ecological environment of mining area .By analyzing the location condition of exploration , condition of ecological environment in the mining area, we can research the environmental protection measures, make environmental protection policies, and support resources and environmental protection by means of rules and regulations.Mining environment management can be divided into two stages in our country: the first stage is the period that mineral environment management did not function .In this period, driven by profits, departments and local governments strengthened the exploration of mineral resources, and the mine enterprises which run by private citizens developed quickly, which result in a universal phenomenon that mining and excavating at random, the environment in mining area was destroyed seriously. In this period, both departments and local governments were in charge of exploration of mineral resources, and the pattern of mineral resources exploration was a pattern that driven by profits, therefore, either the mine enterprises or departments and governments were not willing to undertake the duty of mining environment management. To protect the environment in mining area, the way we took was harnessing the destroyed areas at the last stage of mineral resources production. This way could not improve the environmental condition in mining area notably, the reason was that without the function of management, funds, technology, manpower could not be allocated rationally. The second stage is the period that mining environment management begin to play an important role in protecting mineral environment. In this period, the Ministry of Land and Resources P.R.C was set up in 1998 and mining environment management was brought into its day to day work, many research and practice were carried out. However, the research of mineral environment management is weak up still now, there are many problems need to be considered, such as guarantee of law, applying of policies, arrangement of institution etc.This paper make an initial research on mining environment management, it can be divided into two parts. The first part introduce the condition of mineral environment in our country , relevant economic theories of mining environment management and experience of mining environment management in west countries and our country. The second part discuss how to carry out mining environment management.
