Pesticide application has become an indispensable part of modem agricultural production, which ensures high and stable output of agriculture but causes a series of ecological environment impacts at the same time. This thesis analyses the environmental economic gain and loss of pesticide application in coastal agricultural region from the new view of environmental economics and forms the corresponding methodology which is on the basis of the basic method of environmental economics i.e. cost-benefit analysis and with the characteristic use of EQC model, Soilfug model, Analytical Hierarchy Process (AMP), and Linear Programming (LP) model etc. This methodology has been applied into case study successfully. The results not only benefit the same kind of research in its train of thought and method, but also supply scientific basis for the harmonious development of the regional economy and environment, as well as the coastal comprehensive management and relative legislations. They are also helpfi.il in leading the public to apply pesticide more rationally and more effectively. The outline of the thesis is as below:1.The cost-benefit analysis is an important method of analyzing environmental economic gain and loss. The creation and development, basic theory and concepts, analyzing frame and specific evaluating steps of this method are first discussed in the thesis, then some views on the key points of applying the cost-benefit analysis into environmental economic gain and loss analysis are put forward.2.According to the basic description indexes, the relationships between pesticide and ecological environment are completely analyzed with lots of data and material. Thus, the analyzing evaluation indexes are established and the methodology is formed with regard to environmental economic gain and loss analysis of pesticide application in coastal agricultural regions. This methodology is based on cost-benefit analysis, first uses EQC and SoilFug model to calculate the distributions and geochemical behaviors of pesticides in order to determine analyzing scope and find out the relationships between pesticide and analyzing evaluation indexes. During the quantitative economic evaluation, besides environmental economic evaluation methods such as direct market value method, human resource method and defense cost method, Analytical Hierarchy Process is cited to estimate the weight of aquatic product loss affected by pesticide. At last, the social cost and social benefit caused by applying pesticide are assessed. The ultimate aim of environmental economic gain and loss analysis is to find a better way to apply pesticide rationally and effectively and to make harmonious development of the economy and the environment. Soiion the basis of results of the cost-benefit evaluation and the Soilfug model operation adjusted by in situ monitoring data, I apply LP model to find the optimal planting areas of main crops which gain the greatest economic benefit with the prerequisite of lower the pesticide's negative economic externalities.3.Tongan Bay and Tongan District in Xiamen are chosen as case study area, and the environmental economic gain and loss of applying pesticides in this area from July 1999 to July 2000 is analyzed. I try to make monetary evaluation on all the environmental effects, then compare the gain and the loss with the comprehensive monetary indexes and draw the final conclusion to put forward a rational feasible program.
