Allocation Mechanism Research Of Water Pollution Rights In Taihu Lake Basin

With the accelerated process of urbanization and rapid economic development, water pollution in Taihu Lake basin has become increasingly serious. Choose the effective allocation mechanisms of water pollution rights to control and reduce water pollution in Taihu Lake Basin has become an important research topic.Using a combination of theory and empirical analysis methods, this paper has system researched the allocation mechanisms of water pollution rights in Taihu Lake basin from the following three aspects:First, comparing three types of allocation mechanism of water pollution rights in Taihu Lake Basin, that is, free water pollutant emission mechanism, the concentration control mechanisms and total quantity control mechanisms, on the basis of the comparing, choosing the total water pollutants control mechanisms to solve the problem of water pollution in Taihu Lake Basin,-and building the total water pollutants control mechanisms which has the core content of water pollution rights distribution and trading.Second, further study of the distribution mechanism of water pollution rights under the total water pollutants control in Taihu Lake basin, in the mechanism, analysis the first level distribution of water pollution rights of regional and sub-regional in Taihu Lake Basin, as well as, the second level distribution of water pollution rights of water pollutants emission enterprises in sub-regions. At the first level distribution, make sure the distribution ratio of water pollution rights is reflected the difference of the capacity of the environment and socio-economic conditions in different regions. At the second level Distribution, make sure the distribution ratio of water pollution rights not only reflect the difference of production technology and industry of different water pollutants emission enterprises, but also take into account the actual production condition of enterprises. Through the distribution mechanism, can successfully promote water pollution rights distribution in Taihu Lake basin, and improve the positivity of water pollution rights trading in Taihu Lake Basin.Third, in the trading mechanism of water pollution rights in Taihu Lake basin, analysis the first level trading of water pollution rights between regions in Taihu Lake Basin, as well as the second level trading of water pollution rights between water pollutants emission enterprises in the sub-regions. Through the first level trading of water pollution rights, different sub-regional distribution ratio of water pollution rights can be optimized; through the second level trading of water pollution rights, the positivity of sewage treatment of water pollutants emission enterprises can be increased.The main innovation in this article are: from the perspective of the allocation mechanism of water pollution rights, analysis the governance problem of water pollution in Taihu Lake basin, and building the total water pollutants control mechanisms which has the core content of water pollution rights distribution and trading; in the distribution mechanism of water pollution rights in Taihu Lake Basin, building the model of the first level distribution and expand the model of the second level distribution; in the trading mechanism of Water pollution rights in Taihu Lake Basin, building the model of the first level trading and expand the model of the second level trading.
