The economic system, though has definite influence on the environmental crisis, may not be its real root. Whether the actual economic system is public-owned or privately owned exert no fundamentally different influence on the environmental crisis. The vicissitude of economic system has certain influence on the environmental crisis. As an example, the transit of public ownership to private ownership leads to duplex natural resource devastation and accelerates the environmental crisis. Through the case introduction and the cause analysis of the severe damages to 'the Yellow River Bird Island' nature reserve in the recent twenty years, the thesis put forward that the root of the environmental crisis shall lies in the unbalance of civilization factors such as culture, governance etc, as well as the disorders between the society and the government. China is in the process of economic transition, the market tendency of the administrative system, the lacking of widely accepted ecologic protection ethics in society, and the weakness of both government and society in the domain of nature protection are the leading causes of the difficulty in the nature protection. 'The tragedy of the commons' in the domain of ecology especially in the domain of the nature protection is a dual tragedy. The application of 'the theory of property right' to the domain of the ecology has certain limitations.
