Regional environment policies have been implemented in America and Europe in 1970 and 1980' s. But, they were abolished at the early days of the 1990' s. However, Regional environment policy is researched once more during the nearest some years. Now, a lot of scholars develop a wide research about regional environment policy. Whereas, whether in other countries or in our country and whether at past or at present, regional environment policy is only an assist step and a local policy. It has little universality. Now, it has not been researched systemically, so regional environment policy is not an integrative system.The history and the researching evolvement of regional environment policy are analyzed in this paper. The definitions of ' region' , ' policy' , ' regional policy' , ' environmental policy ' are blended and the definition of regional environment policy is concluded. The regional environment policy is theneed of the reform, innovation and development of Chinese environmental policy. If regional environment policy is implemented in china, capability and efficiency will be improved, the cost of environmental policies will be reduced, and policy composition will be consummated. The environmental policy system will be composed with the macro-scopical national environmental policies, the middle-scopical regional environmental policies and the micro-scopical local environmental policies. Regional environment has the realistic purport.The essential idea of the regional environment policy is ' Separating the power of the national government and strengthening the power of the regional government in establishing the environmental policies' . I.e. the national government almost holds only legislative of the environ-mental policies. The else policies (environmental economic policy, environmental technique policy, environmental social policy and the environmental trade policy) are established by each region independently. Each of regions has altitudinal independent power. Partitioning the region is important in researching regional environment policy. The partition is different with tradition. The pollution and entironment (including environmental quality, terrain and physiognomy, climate and hydrology) are most important, economical and social condition (including national economy, density of population, structure of production) is minor and administration is the key.The first step of establishing regional environment policy is partitioning several regions.
