In recent years, a lot of serious sudden water pollution accidents took place in our country successively. The accidents have not only caused enormous economic losses, but also brought on society instability and serious destruction of ecological environment. The sudden water pollution accidents have already become a potential threat to water resource security and water environment quality. So it is very indispensable to set up sudden water pollution accidents early-warning and emergency response system. Based on the new developments on environment risk appraisal, early-warning system, compute hydraulics and water quality simulation, and so on, several aspects about the system are discussed in this paper, they are as follows: (1) Analyze the characteristics of sudden water pollution accidents in detail, such as uncertainty of space-time, polluted range and suffer objects, arduousness in dealing with those, long time harm on environment, expanding along the basin and unclearness of urgent response subjects; (2) Study the sudden water pollution accidents early-warning mechanism from hazard resources distinguish, risk appraisal and events prevention, special attention has been payed to the environmental factors influencing pollution accident development, such as hydrology, weather, topography, etc. (3) Referring to the mechanism of other fields'emergency response, the author discusses the water pollution accidents emergency response system, including emergency response principles, organizations, classification, ability evaluation, processing, dealing with methods, and so on. (4) The paper mainly studies the computer-aiding decision system for the sudden water pollution accident early-warning and urgent response system. It shows that the system needs to meet the fast, scientific and practical characteristics and it also can simulate the pollution development process, control the pollution boundary and visualize the simulative results. This paper also set forth the system should set up some necessary database. (5) In this paper, the principle and target of emergency response preplan are expounded, and the basic elements of the preplan are also analyzed in detail. (6) Taking the Zipingpu reservoir contaminant pervasion early-warning system as example, this paper introduces the process of establishing sudden water pollution accident system particularly, such as risk appraisal, pollution early-warning program design, database design, emergency response preplan design. At last, based on the full text, the author points out there are still some aspects needed to be perfected further, such as simulation model, technical support, and system application, etc.
