In recent years, serious water pollution accidents have frequently taken placein China, which severely affected the production and life of residents living alongthe rivers, the ecological environment and social stability. China’s water pollutionprevention strategies emphasize more on water pollution settlement rather than onthe thoroughly researches on sudden water pollution accidents prevention. Theunilateral concerns on the later treatment increase the managerial cost of watershed,and can not effectively prevent severe water pollution accidents. As a result,developing water pollution prevention strategies for China’s severely andfrequently polluted rivers is of important significance.Basing on literature investigation and case analyses, this thesis researches on the waterpollution prevention strategies for rivers of heavy pollution accident occurredfrequently in China. Firstly, the data about the number of water pollution accidentsand the influencing factors from1995to2009in China are collected. Then thetemporal trends and spatial distribution of the water pollution accidents areanalyzed by adopting statistical method. The analysis indicates that the China’semergency plans, regulations and watershed management have fully functioned andit also identifies the key heavily frequently polluted areas as mid-southern Guangxi,Hunan, Yunnan provinces, eastern Zhejiang, Guangdong and western Gansuprovinces in China. By using SPSS correlation analysis procedure, it finds that thefrequency of water pollution is negatively correlated to Pre Capita GDP, ration ofindustrial solid wastes utilized, ration of industrial waste water emission andinvestment in treatment of environmental pollution. The case files of the157waterpollution accidents in the past three years are collected. Basing on those data, themain reasons and the major types of pollutants are analyzed and summed up, andthe prevention, early warning, emergency response, policy, rehabilitation and manyother problems about the water pollution accident are studied. The analysisindicates that the combination of pollution prevention and emergency plan is themajor direction in dealing with water pollution for rivers of heavy and frequentpollution accidents in China.Water pollution prevention strategies for China’s severely and frequentlypolluted rivers are then put forward on this basis. The strategies mainly include the accident prevention, and the emergency treatment and recovery. Futuredevelopment of the daily accident prevention, preparation for the response to theaccident, the pollution settling technologies for sudden accident, thepost-management and the secure policies are mainly described in these strategies.
