Water environment problems historically come from the detrimental evolvement of hydrology, resource and environmental features of water body caused by natural factors and human influence. The quantitative analysis on water environment benefit is an important part of the economic evaluation of water conservation projects. Aims of water environment benefit qualification are to introduce science into procedures, realize scientific and democratic decision-making in water conservation projects, reduce or avoid misplay in investment, and employ finite resources into projects which benefit economically and socially. Thus, quantization of water environment benefit is vital to improving economic benefit.To the date, it has been difficult to systemically and quantitatively calculate water environment benefit considering the lagging scientific research in environmental value, complex influence factors of water environment, diverse quantitative methods, and uncertain methods of scientific evaluation. Guangdong province frequently suffers natural disasters such as floods, droughts and storms. Recently, with the development of the social economy, continuous development of urban areas, increasing industrialization, and constantly improving standard of living, the evaluation of water environment benefit in the benefit evaluation system of water conservation projects becomes more and more important in Guangdong, and even becomes a crucial index to determine whether the project can be successful or not. Therefore it is necessary to quantitatively calculate water environment benefit in water conservation projects.In this dissertation, the evaluation index of water environment benefit in Guangdong water conservation projects was confirmed through the analysis of previous experiences, correlative factors associated with water environment benefit, and identification methods of influence factors. Additionally, the existing calculation system of water conservation projects benefit was improved with the introduction of a new technique related to calculating the influence target benefits of water environment. Subsequently a comprehensive evaluation model as well as quantitative analysis model of water environment benefit in Guangdong water conservation projects was built in Guangdong province to satisfy demands on calculation and evaluation of water environment benefit.An evaluation index, a quantitative method and subsequently an evaluation model were proved to be feasible through different case studies such as the Dongjiang hydraulic hinge project in Huizhou City, the Gaozhou reservoir reinforcement project in Maomin City and the Xiyang power plant in Meizhou City. Various hydraulic projects resulted in different water environment benefits which are also affected by many other factors such as market price. The construction of water conservation projects infrastructure will help to improve local environmental water capacity, quality and enrich landscape, increasing incomes with the increasing opportunities for tourism, shipping, breeding of fish stocks, increasing real estate prices, and ensuring rapid economic development and long-term social stability. However, it wasinevitable to destroy local flora, increase negative effects of flood prevention, flooded fields drain and reservoir silt clearance during the project. It is thus necessary for future efforts to pay more attention to reduce such negative effects whilst maintaining positive effects during the execution of water conservation projects.
