Public participation in environmental impact assessment (EIA) is generally pursued in the countries all over the world and international community. It can make the public understand the, as well as the potential environmental problems that may be caused of them;it can enhance the acceptability of programming and construction items and the rationality of environmental impact assessment. At present, the environmental protection of our country has already formed a relatively perfect system, and public participation developed greatly in the 1990s. But public participation in construction items still exists some phenomena, such as formalizing, paltering and superficial ness. The reason is public participation in EIA of our country hasn't been standardized. In order to enhance the validity of public participation in EIA, it should be systematized, programmed, standardized. Therefore, it is necessary to study public participation in EIA in the operation technology.This paper firstly introduces the fundamental concept of EIA, public participation, sampling in research and questionary design. Then, integrating the small and middle scale industry construction items in Tianjin, analyzes the present problems of public participation in EIA of our country. On the basis of environtology, psychology, politics, law, statistics and the market investigation theory, discusses the range of the public in EIA, uses the stratified sampling in the public, gives out the principles and methods of questionary design in public participation, confirms the weight of the evaluation index by utilizing Analytic Hierarchy Process, and analyzes the investigation result by method of weighted addition, in order to provide some reference about systematization, programming, standardization of public participation in EIA of the small and middle scale industry construction items.
