As long as the execution of sustain development, the resource, energy and environment problems are the key elements to the development of cement industry. It's a very important assignment to solve these questions without the alternation of equipments. The use of cement technological additives is considered to be an effiency method to solve these questions without the replacement of equipments. In this paper, it mainly reaearch the gringding aids and mineralizer. The contents are as follows:In this paper, TEA, calcium lignosulphonate, DMF, NF-2, DEG and glycol are used as grinding aids and fly ash is selected for active composite material. The traditional mineralizer fluorine and sulfur are replaced by basalt and slag. The main conclusion is as follow:First of all, every monomer and composite grinding aids' grinding effect is tested according to JC/T 667-2004 "The cement grinding aids". It also tests the effect of grinding aids to composite Portland cement. The result tested to be that not only monomer grinding aids but also composite grinding aids has good grinding effect and the performances of cement with grinding aids is according to the standard correspondingly. After the grinding aids added in the fly-ash cement by the grinding progress, the strength of fly-ash cement reaches to F-M 32.5 grades with excitant's co-action.Secondly, it tests the effect of hydration with grinding aids by XRD and SEM and explains the grinding mechanism. By the XRD analysis it indicates that grinding aids doesn't modify the cement hydration products, meanwhile the amount of hydration products increases. It also indicates the amount of hydration products increases by SEM analysis, and the structures of hydration products are more compact.Thirdly, it tests the effect of basalt and slag as mineralizer to the sintering temndency of cement raw materials. The conclusion tests to be that they all have well mineralize effect. It indicates that with low IM value cement raw materials has a better effect than higher one. The mineralizers used prove the sintering temndency of cement raw materials and reduce the burned temperature about 100°C. And the cement clinker is qualified and the performance of cement compliance to the standard. The highest mortar strength is about 58.1 MPa. So the use of mineralizer has other functions which are saving the energy and utilization of wastes.
