This thesis compares the highly regarded Environmental planning (EP) systems of China and Madagascar, and considers what each might learn from the other. Particular attention is given to how these two countries deal with EP challenges like defining the environment, managing subjectivity and promoting sustainable management. Although the latter theme is central to EP in both countries, the two EP systems differ markedly. Partly this is due to variance in political, economical and cultural background, affecting the legislative basis, and other features, of the two systems; partly it is due to a difference in basic approach to EP.China has a more structured and rigid EP system, concentrating on the biophysical environment, with extensive attention to subjectivity management, mainly through the independent EP Commission and public participation. Madagascar system is much more flexible, being integrated into the planning structure and reliant on local EP practitioners for implementation. This results in a broader scope for application, and allows social impact assessment and Maori issues to be included, but it also leads to greater opportunities for subjectivity in decision-making.Concerning the sustainable management of resources, the main issue for both countries seems to be translating this ambiguous concept into practice. Strategic guidance on this aspect is a strong point in China, and this is one aspect, which Madagascar could usefully examine to realize the potential of its EP system. Madagascar, in turn, could learn from the extensive coverage and adaptability of China EP.To figure out this research, Fist, highlights theory guidelines and methodology of research. In the second part describes the general aspects of environmental planning in the two countries (environmental planning in China and Madagascar). In this study, we identify their environmental planning policies including their institutional framework and regulations to be applied. Third, this paper focuses on their strategies and its objectives. This part examines the strategies used by each country and the objectives to be reached with their financial support. Hence, the fourth part concern spatial analysis of the planning, as well as the different elements of environmental planning, is following the comparison and suggestion in fifth chapter.
