Theoretical And Empirical Research Of Urban Environmental Planning

Environmental planning is to adjust and control people's behaviour of life and produce, reduce environmental pollution, prevent the damage of nature resources and preserve the base on which the sustainable development of people's survival and the society and economy rely. So the task of environmental planning is to solve the problems between environment and economy integratively and stratagely. As one part of the system of the 11^th five-year plan, the 11^th five-year environmental protection planning is a important measure to sustain good ecological environment under the fast development of society and economy.In the first part of this thesis, the relative concept, characteristics, basic principal and role to the development of society and economy of urban environmental planning were introduced firstly. Then the theorical bases of urban environmental planning, such as theory of sustainable development, theory of environmental carrying capacity, theoty of aera compound ecological system and the theory of space contraction, were analized. And also the contents, technology and methods of urban environmental planning were analysed. The design, decision-making, administration of the plan programmes were discussed. And finally, the problems and trend of urban environmental planning in China were discussed.In the second part, the 11^th five-year environmental protection planning of Jiangbei district in Chongqing was taken as an example. On the first place, main environmental problems were analysed through survey. The pollution load was predicted based on the development of population and economy, and the reduction amounts were calculated. Secondly, the functional area of water environmental, air environmental, sonic environmental and ecological environmental were divided. Thirdly, pollution treatment planning of water, air, noise, ecological environmental, solid waste, environmental safety and contraction of environmental protection ability were proposed. Finally, measures were proposed to ensure the practice of the environmental planning. Meanwhile, the environmental planning focused on not only the treatment and precausion of pollution, but also the development mode of society, economy and environment and thus planed the industry from the view of sustainable development.
