| The current environmental protection exist the two greatest bottlenecks. One is the shortage total amount of investment; another is the low efficiency of investment. The Shaanxi is a province with rich resources, and just in the time of economy incising and carrying out the stage of west development. So we must develop economy and protect environment. At that time, it is very important to study the environmental protection investment's performance.The method was used in this paper that the evidence analysis combines with the norm analysis and qualitative analysis combine with quantitative analysis, on the found of tracking the development states of environmental protection investment in the domestic and abroad. Aiming at the conditions of Shaanxi province environmental protection investment, the existent problems and reasons were analyzed, and the problem was studied which how raised Shaanxi province environmental protection investment's efficiency. Through analyzed the characteristics of environmental protection investment and the current conditions of Shaanxi province discovered that the existing evaluation systems can't be fair to evaluate the efficiency of the environmental protection investment. It is urgently need to build up a new environ -mental protection investment evaluation system.Through investigation and selecting, a new simple useful index system was built up. Then importance coefficient of the new model's each index was got through the Analytical Hierarchy Process (AHP). The three layer-evaluation system of environmental protection investment brings dependable foundation for the comprehensive evaluation of Shaanxi province environmental protection investment and also provides science leading the decision management of the environmental protection invested.Because the condition and the time are limited, this text can not collect the concrete data of Shaanxi province environmental protection investment. So the part of evidence needs to be supplied.
