Coastal zone consists of rich resource. As a result, there is high population densityand developed economy. But environmental problems resulting from industrializationand urbanization have had disastrous effects on the coastal ecological andsocio-economic sustainable development. For coastal zone environment andsocio-economy health development, coastal zone management has to be involved tosupply decision-making support to governor.In order to grasp the current status of coastal zone, ecological economicsassessment indicators have been developed based on history data and monitoring dataabout resource, environment, and socio-economy in Tianjin coastal zone. Spacediversity model has been induced to analysis the space characters of aquaticenvironment. It can supply technical support to layout of the sea. Multilevel greyrelational assessment model has been adopted to assess the status and trend of theresource, environment, and socio-economy systems.Aiming at the fact of ecological environment deterioration in Bohai Bay, the coastalzone management model based on environment and socio-economy sustainabledevelopment has been build up. Statistical method, grey model, numerical simulationmethod etc have been used in the submodels (pollution load prediction model, waterquality response model, econometrics model, function loss evaluation model, etc) toanalysis the interrelation among environmental, social and economic system.The space diversity analysis results of Bohai Bay show that several typical areashave formed in outfall, nearshore and Hangu sea area. It is consistent with "Layout ofBohai Bay". Indicators of COD, inorganic nitrogen, reactive phosphate and oil havebeen selected to assess the water quality. The multilevel grey relational assessmentresults of water environment show that Bohai Bay has been badly polluted,especiallyin the area for saline and fishery. While with the carrying out of environmentprotection measures, the aquatic environment of Bohai Bay has a trend ofimprovement. The main pollutants are inorganic nitrogen and reactive phosphate. Theresults of socio-economic system show that the statuses of socio-economic system inTianjin improved year by year. Rate of unemployment is the main influencingindicators.The verified coastal zone management model has been used in Bohai Bay to predictthe statuses of socio-economic and environmental system in different developmentlevels. The results show that the level of water quality in outfall and far field of outfallwill be close to or exceed â…¢ in each development levels in 2010. The level of waterquality in the second zone for saline and fishery will betweenâ… andâ…¡. The level ofwater quality in the first zone for fishery will exceed â…¡and that in the first zone forsaline will be close to â…¢. That is to say, almost all the water in Bohai Bay can't meetthe water quality demand for different uses.As tools of quantified system analysis, space diversity analysis model andmultilevel grey relational assessment model can get much more objective andaccurate results than traditional assessment approach. The coastal zone managementmodel based on environment and socio-economy sustainable development is a tool inaiding political decision makers to make coastal zone development policy and carryout environment protection measures.
