As an important component of municipal infrastructures and public utilities, the construction and operation of municipal wastewater treatment facilities including sewerage and treatment plants were typically financed by the governments in the past decades. However, in recent year, lots of disadvantages of this practice mode have been found in the aspect of project financing, engineering construction and facility operation, which reflected the inadaptability of current management system and operation mechanism to the market economy and its environment. Therefore, the municipal wastewater treatment facilities may not be able to bring into full play, and then directly or indirectly threaten the security of urban water environment.This study was based on a practical wastewater management project with Asian Development Bank's loan. Through comparing the implementation and management modes of relative municipal wastewater projects from home and abroad, an attempt to optimize the implementation and management mode has been carried out in the case study project, which learn from strong points of international practices to offset the weakness of domestic practices. It was systematically analyzed in engineering construction and management, finance and organization management in municipal wastewater treatment projects. And based on this, 'Project Performance Management System for municipal wastewater treatment engineering projects' was established. The study will offer good practices and experience for the implementation of municipal wastewater treatment projects national-wide, and assure the successful completion of engineering construction projects. It is also very helpful for the setup of project operation system with institutional independency and financial sustainability. Therefore, the municipal wastewater treatment facilities can bring full play in effective operation, to maximize the social and environmental benifits.The study mainly focused on following aspects:1. Systematically analyzed and compared the the modes of construction and management in municipal wastewater treatment projects home and abroad, to explor the merits and setbacks of various management modes, such as government funding and management (engineering headquarters, ownership, agent construction) as well as market operating mode (BOT, PFI, TOT). A reasonable construction and management mode is guarantee for project implementation.2. Based on the given cases, explored the engineering construction and managementmethods in municipal wastewater treatment projects, such as bidding management, contract management, processes management, financial management, quality management, safety management, resettlement arrangement, and environmental management. Through the studies above-mentioned, it is possible to carry out the scientific, reasonable and effective management in the implementation process of the wastewater construction project, assuring the sustainability of the engineering construction, shortening the construction period and reduce the costs.3. Based on the given cases, studied the key points in assuring smooth operation of municipal wastewater treatment facilities: measures taken in institution construction and finance management, including institutional improvement of a wastewater treatment company, methods in financial management, management for the wastewater treatment tariff. Studying those measures could assure the independence and sustainability of a project in institution and finance after its completion. And then, the wastewater treatment enterprises would become the entity for market operation, and would have completed marketing reform and established a flexible enterprise operation mechanism, which means a company could assumed sole responsibility for its profits or losses.4. A Project Performance Management System for municipal wastewater treatment engineering projects was established, which could trace the whole process of the project construction. And the performance indexes were including construction development of the project, institution construction of the wastewater service company, human resources management, development of immigrant arrangement, financial and operation status, improvement in peoples' standard of living in service regions of the project. Based on those indexes, the relative depaitment could take an overall view of the development of the whole project in time, and thus resolved in time the problems that emerged in implementation.
