Security is always a prominent problem in mine production. Because noxious gases, radiation, dust, waste water, noise and other public harms can be produced in the process of mining, and also there may be disasters, such as explosion and caving, and equipment accidents. For those reasons, mine enterprises are subject to more risks than enterprises in other industries. Once mine enterprises suffer accidents, miners will face severe threats on body health and life, enterprises will suffer financial loss, national resources will be destructed, and bad social effect will be produced. All those have significant impact on the stability of mine enterprise operations, which restrict the continuous growth of benefits. Consequently, following solutions have to be carried out for above problems: finding out the important information influencing safety production timely and effectively and giving early warning for unsafe production condition, which enable enterprises to take actions for unsafe elements, and reduce occurrence rate of safety accidents. The human is one of the important production elements in mine enterprises. It is especially vital for those enterprises' normal production to make early-warning to the employee with objection.To predict and prevent the potential security crises in the producing process, the paper center on employees. The paper is divided into five parts. Topic origin, research background, research purpose , meaning and content are expounded in the first part. In the second part, research theory and method are introduced. In the third part, based on the survey on the safety accidents suffered by Hanxing metallurgic administrative bureau, the hidden accidental factors are explored and countermeasures are proposed. In the fourth part, the weight of "three disobeys" factors is determined by application analytic hierarchy process. Finally, on the above research, the software of early-warning system of employee with objection are developed.The paper provides the decision-making basis and the service for the mine enterprises to realize the modernized security information management by the advanced information technology, ulteriorly to utilize the information effectively, and finally to allocate and organize the employees.
