Ecological security is a hot issue around the world. Increasing emphasis on improvement in ecological security need for conceptual and practical tools for monitoring and evaluation on ecological system for over twenty years in China. As the producer in the ecological system, the forest play a important role in the ecological system. The island has the important effect in the country, and its ecological security is the one requirement to develop the island. Therefore, it has the practical significance of the economic and social development on the island to establish the assment system of the forestry ecological security of the island. Based on the concept of the"Ecological Security", integrated understanding of both the natural environment and the human context that affects the targeted system, the conceptual framework of assessment of Forestry Ecological Security has been formulated by using modified and expanded P-S-R model, which allow comparisons of progress over time. The methodology is organized into four indices, each index is comprised of a number of related qualitative or quantitative variables that can be measured or described. Together these variables are each quantified according to threshold values provided. The variable appropriate to that Island's situation are summed accordingly. The score for an index represents a percentage of the summed variables compared to the possible total. The cumulative average of index ratings provide the overall score for FES.Xiushan Island was taken as a target region and its forestry ecological security situation from 1990 to 2007 was assessed. The forest ecological security mark-value is formulated depending on the country criterion, the developed countries'situation, the fuzzy classification, and so on. The characteritics of the four criterions are described too.Three practical tools are compared. The findings show that the principal component method as the single tool is not approprate to obtain good results, while the principal component-fuzzy integrated method is more approprate to match with the practical situtation of island's FES than the integrated index evaluation's. By using unchangeable weights, while there are some extreme situations happened in real system, above-mentioned three tools are not approprate to obtain good results. Hence, the variable weight assessment method is introduced to assess FES, and its difference of the results is analyzed from unchangeable weight assessment methodSome findings are found through the analysis: (1) The FES situtation varies with time. It is in the insecurity zone in 2007, and the trend is worse recently. (2) Every year the nature press is balance since 2003. The main causes of worsening FES is that while the human press is bigger and bigger with the soci-economic development fastly, the response of the human protection and healing of the ecological system are lower level. (3) The integrated analysis shows that the changs of FES situation in Xiushan island and their causes. The solutions to improve the FES are in the way of re-structuring economy, devloping eco-tourism, improving the forest quality, using the land resource rationally, increasing the water resource, providing the techinical supports, and so on. (4) The findings provide useful kownledge and information for decision-makers to make decisions reasonably depending on the rules, institutions, execution, investment, broadcasting, and so on, which can promote the integrated and sustainable development in Xiushan island.
