Study On Environmental Impact Assessment Of Land Use General Planning

Land use general planning is a process, which is to allocate the limited land resource, in accordance with the demand of economy and society in a long time and large space. Because of complexity, comprehensive and sometimes irreversible characteristics of environmental impact which was caused by land use general planning's applying, it needs to carry on scientific research on environmental impact when the planning is made. The regime of land use general planning's environmental impact assessment was established when the law of environmental assessment had been implemented in September 2003, the research of it has became a new field in China.By the chance of attending the readjustment of land use general planning in Chun'an, this paper researched the environmental impact assessment of land use general planning. The main contents presented as follows:(1)Discussed the significance of land use general planning's environmental impact assessment in theory and practice. On the base of assaying land use planning and environmental impact assessment's concept and system, the paper canvassed the environmental impact assessment of land use general planning's implication, and ascertained that it belongs to strategy environmental assessment's midst layer.(2)Applying the land use general planning is bound to bring space and structure's transformation. The paper discussed the environmental impact of land use transformation.(3)Probing the technology and methodology for the land use planning's environmental impact assessment. Established indicator system with the framework of"ecology–environment–natural resource–economy and society"for the assessment. Discussed the steps of multi-indicate synthetic evaluate. Researched using the means of ecological economic value accounting to assessment the environmental impact. Ascertained the method and technology route for space placement of land use general planning by GIS-- grid map piled up.(4)Finally, utilized the methods, which were mentioned above, to assess the environment impact of land use general planning readjustment of Chun'an. Through the results, gave some suggestion to its applying and adjustment.
