The ultimate aim at building the ecological province is which the nature and manpower resources in the province are connected through the carrier. It will encircle the ecological industry and the ecological environment and the ecological human-living and the ecological culture-constructing, plan as a whole and put in pratice step by step in order to realize the sustainable development in the province and walk up slowly the way of the production-developing and rich living and better ecological civilization-developing.In August, 2001, the program on the ecological province-constructing of HeiLongjiang is argued by the nation. And our province was the third ecological constructing experimental unit which was sanctified by the state after HaiNan Province and JiLin Province. The certainty of the ecological province-constructing strategy provides the scarce development chance for the ecological construction in our province. According to the demand of the program on the ecological province-constructing of HeiLongjiang, suitably going along the ecological province construction will drive the social and economical development of our province in order to realize the full-construction better society, which has the important landmark sense. The terrain of HeiLongjiang Province is wide and it is beautiful and rich. Its area is 45.46 sq.km which occupies 4.73 percent of the state area and is lined up the fifth in the country. During the reform and opening-up, especially recent ten years, the economical and social development in our province is getting the large achievement. And the people's living-standard is improved and the state production total value is rising rapidly year by year .At the same time, during the short few years, the environmental problems show concentratedly. At present, the environmental things in our province are still grim. The problems of the grassland "three changes" and the land "hungriness change" are severe and the water resource is in dynamic unbalance and the fensing-forest system is not complete and its recovering-wind and sand function is falling and the wetland function is obviously descending and the wetland area is cut short year by year and the air pollution is exasperated step by step. With the rapid economic development, the ecological environment carrying capacity is in face of the severe challenge.
