Evaluation On Ecological Industry Planning Of Ecological Construction In Heilongjiang Province

The ecological province construction of Heilongjiang province has very significant impact on the national and international ecological safe. Strengthening the construction of ecological industry and improving economic development are the guarantees for the perfect function of Heilongjiang ecological province.In this paper, Delphi method, frequency statistics method and theory analysis method were comprehensively used for screening specific evaluation indices, and the evaluation index system comprised of objective layer, criteria level, index level and variable level was formed for the ecological industry design of Heilongjiang ecological province construction based on the summary of relevant research results. After the construction of evaluation index system, the dynamic of ecological industry design and development of Heilongjiang ecological province construction was evaluated and monitored on the basis of comprehensive evaluation index method. Each couple of indices within the same level were compared using analytic hierarchy process in combination with Delphi method, and finally the relative weight of each evaluation index was calculated. Through the determinate evaluation index weight and standard evaluation value, the index score of each class was calculated by using linear weight method. Then, the total score was obtained by the multiplication of the index score of each class with the index weight of each class using linear weight method, finally these scores was used for evaluation.In this paper, the basic theory and method for the evaluation of ecological industry design in our province were actively explored to provide technical support for the transformation and development from traditional industries to ecological direction, for government-encouraged construction of ecologically-friendly enterprises and for the conduction of broad cooperation in the exchange of by-products and wastes among enterprises, so as to promote the economic development and quicken the steps of ecological industry construction and circular economy development in our province.
