Research On Wetland Law Protection Issues Of Heilongjiang Province

Because of its unique geographical and climatic features, locating in China’s northeast, Heilongjiang province owns many types of wetlands that are widely distributed and rich in species, in which there are seven important international wetlands:Zhalong, Sanjiang, Honghe, Xingkai Lake, Qixing River, Nanweng River and Zhenbao Island. Wetlands can not only provide a rich and diverse geographical wetland ecosystem but also maintain our food, ecological and homeland security so as to have an important social value. In recent years, due to the rapid increase of population and deep economic activities, coupled with imperfect wetland laws, weak legal protection consciousness of people and enforcement, the lag protection and so on, wetland resources in Heilongjiang province have been destroyed that results in sharp reduction in the number of biological types, water pollution and soil desertification problems. The paper is based on the reality of wetlands in Heilongjiang province and main problems in legal protection in order to analyze and learn from successful experiences and models abroad and break the traditional legislations. Combing with legislation, administration and justice, considering ecology, environmental science zoology and other science knowledge, the paper will build up a relatively scientific system for wetland protection legal system to be applied into practice so as to solve problems and serve the local economy. Meanwhile, through the research on wetland protection law issues of Heilongjiang province, it can provide good experiences to national legislation of wetland protection and lay a foundation to promote our wetland protection law process.The theme of this paper is clear that is focusing on building a relatively scientific and reasonable legal protection system of wetland resources in Heilongjiang province. The paper is divided into four parts. The first part is mainly about a basic overview and recent analysis of wetland resources in Heilongjiang province. The second part is to summarize and analyze the problems of regional wetland law protection. The third part is about foreign advanced experience and practice of wetland law protection. The last part is the core of the paper, which is focusing on how to solve the problem-to build a law protection system of wetland resources in Heilongjiang province.
