Water security is a kind of new view,it is the antinomy between water supply and water demand creating the harmful problems of social economy development and mankind's existence environment. [1] Water security problem not only is an ecological environment problem, but also is a social, economic problem. The water security relates to economic safety and social stability of region directly. To the region which lakes the resource of water, the resources of water not only relates to the existence and development, but also relates to economic and social sustainable development. Huhhot is the capital of Inner Mongolia, important industry city, the speed of economic development occupies first place continuously for 5 years in 27 provincial capital cities. Facing to the opportunity of developing west region, the security of water resource becomes the biggest obstacle of the social economic development. Therefore, the paper chooses Huhhot as the research object to evaluate the safe condition of water security qualitatively and quantitively. Main contents of this paper is as follows:Firstly, analyzes supply and demand of water resources in Huhhot.Secondly, analyzes the situation of water safety and reasons.Thirdly, consult the indicator system of Evaluation about the water security in Huhhot, basing on contents of that international conference puts forward, and combining actual situation of Huhhot, making use of the layer analysis method (AHP) to set up the indicator system and calculate the weight of each index.Fourthly, in this article, multi-objective and multilevel fuzzy optimization model is applied to the evaluation of water security of the six...
