The Aprraisal Of Oil Spill Pollution Damage To Marine Ecosystem And The Research On The Aprraisal Index System

In the treatment of former oil spill accidents at home, people mainly pay attention to the direct environmental loss, including the expenses of accident investigation and contamination cleanup, the loss of belongings and fishery resources, but the research on the more serevely loss of marine entironment value hasn't extensively been outspreded. On the premise of inadequate compensation for environmental damage, the purpose of this dissertation aims at setting up a suit of the aprraisal of oil spill pollution damage to marine ecosystem and aprraisal index system, which is scientific and feasible.The primary work contents are as follows: (1) The determinants of damage extent are discussed, and oil spill pollution damage to marine entironment value is especially analyzed, which is classified into the damage to marine resource and marine ecosystem serving function based on the environment and resource economics. (2) Through combining practice experience with mature environmental value theory and calculation methods in the world, the assessment program of oil spill pollution damage to marine ecological environment has been put forward, consisting of five subprograms. (3) A set of appraisal index system including three categories and thirteen indexes is also proposed. (4) In the paper the contigent valuation method is firstly proposed to evaluate the non-utility value in marine environmental protection area and the implement scheme of bid gaming method is designed. (5) The established program is applied to"Tasman Sea"oil spill and the appraisal index system of this accident is presented according to its character. The calculated results are as follows:①The loss of direct utility value including natural fishery resource and fishing is calculated by adopting market valuation method; referring to constanza et al's study of even public welfare value on the estuary ecosystem services, the loss of indirect utility value including bilogy control, culture value and nutrient cycle etc is estimate; and the loss of habitat value is calculated by various economic calculative.②The result shows the loss of indirect utility value takes 98.03% of the total 1.824×108 yuan much more than the direct utility value,1.97% of the totall.③Besides, the value loss of habitat takes 61.06% of the total indirect value loss(1.788×108yuan), interference adjustment 1.01%, nutrient cycle 37.73%, biology control 0.14% and culture value 0.05%. It is obvious that the value loss of habitat tops all others, and nutrient cycle takes second place.Through the research on the aprraisal of oil spill pollution damage to marine ecosystem and the calculation results of"Tasman Sea"oil spill, it shows that the damage to marine ecosystem serving function is more severely. We should firmly build up the notion that environment has value and protect marine environment to realize the sustainable development of marine.
