| With the rapid development of industrialization and urbanization in China,environmental pollution caused by personal,property and ecological environment resources damage problems become increasingly apparent,environmental pollution damage assessment as a result of environmental pollution incident damage quantitative results,has become a solution to environmental pollution damage,the technical basis for the compensation or the foundation for the cases.China’s environmental damage assessment of the technical rules of the assessment has been initially established and the assessment of environmental damage assessment of the localization system has been initially established,but its legal requirements,technical standards,work mechanism of specialization,professionalism and standardization yet to be promoted.In this context,the study of environmental damage assessment system coincides with the time.Beijing,Tianjin and Hebei as an important strategic region of China,because of the level of economic development,administrative division and the interests of the measure of the fetters,the assessment of environmental damage assessment system there are differences between different departments and administrative regions.Therefore,in the context of Beijing-Tianjin-Hebei ecological environment collaborative governance,to achieve regional environmental damage assessment and evaluation of collaboration is an important part.It is the focus of this thesis to explore the pain and difficulty of the environmental damage assessment and evaluation system in the Beijing-Tianjin-Hebei region,and to achieve the perfect environmental damage assessment system in the country.Based on the definition and summarization of the relevant concepts and contents of the environmental damage assessment and evaluation system,this paper analyzes and analyzes the present situation of the assessment system of environmental damage assessment in China,focusing on the imbalance of the development of the environmental damage assessment system in Beijing-Tianjin-Hebei region,and the lack of information exchange,The identification of different views and lack of credibility,high cost of identification,environmental damage and other issues.Respectively,from the interests of the Beijing-Tianjin-Hebei three places,information sharing mechanism,environmental damage identification system supervision,environmental damage funds and other aspects of the cause of analysis.And then learning from the successful experience of foreign countries to improve the Beijing-Tianjin-Hebei regional environmental damage assessment assessment system,this paper puts forward the establishment of the Beijing-Tianjin-Hebei interest coordination mechanism,establishes the information sharing mechanism of Beijing-Tianjin-Hebei,perfects the supervision system of the environmental damage appraisal institutions and personnel,improves the environmental damage fund guarantee system,strengthens the legal responsibility commitment of environmental damage identification,and puts forward the suggestion of legalization of environmental damage assessment and appraisal policy of Beijing-Tianjin-Hebei,which is explained from the necessity,feasibility and specific path of policy legalization respectively.And finally Beijing-Tianjin-Hebei environmental damage assessment system can improve the nationwide replication promotion by providing reference. |
