Gross control of water pollutants is an important measure to improve thewater environmental quality. Control of water pollutants in China underwentthe stages of concentration control and object gross control, and now comesinto the stage of gross capacity control. Concentration control and object grosscontrol played a valuable role in environmental management under specifichistorical conditions, however, they cannot be applied with the change in themodes of environmental management and economic development in China.Therefore, it is an important subject to explore and establish gross capacitycontrol mechanism in the current environmental protection. In this paperenvironmental capacity of surface water in Harbin segment of SonghuajiangRiver and Gross control scheme was measured.Based on the partition of water environmental functional district, waterquality of control units was accessed and analyzed, and basic data of industrialand urban living source, rural living source, farm field radial flow pollutionsource, urban radial flow pollution source, was investigated in detail, whichwas scientifically corrected, collected and analyzed according to the sourceintensity. Water environmental capacity of the control units was measured bycalculation software, according to the calculation results, gross capacitydistribution and limiting pollution was put forward。.Surface water environmental capacity of Harbin city was measured in thispaper, which not only gave scientific technical support to the gross capacitycontrol going to carry out in Harbin, but also established theoretical basis fortransferring object gross control to gross capacity control and dischargepollution license system. It can be used to guide "Eleventh Five-rear" waterenvironmental management, promote the sustaining improvement of the waterenvironmental quality in Harbin.
