Study On Technical Manual For Domestic Refuse Disposal In China's Western Small Cities

With rapid development of economy and steady improvement of urbanization and people's living in China, the domestic refuse yields have increased greatly, and the resultant environmental pollution has also been increasingly serious. Domestic refuse disposal has become an important influencing factor to environmental protection, urban construction, people's living and sustainable development of China. Because of low economic level and insufficient technical capacity, domestic refuse disposal in China's western small cities has been behindhand in a long term. It is very necessary, and also urgent, to carry out comprehensive studies on technical manual for domestic refuse disposal of China's western small cities.Current situation of domestic refuse disposal in China's western small cities is analysed thoroughly, and existing problems are thus pointed out. By analysing the technical demands of refuse disposal on characteristics of China's western small cities, some suggestions, mainly including setting up a national special fund for western domestic refuse disposal, moving toward an integrated domestic refuse management system, establishing a particular technical manual of domestic refuse disposal suitable for western small cities and implementing efficient and effective charge system, are proposed.From the economic, technical and environmental aspects, a comparison of the three sorts of domestic refuse disposal technologies, namely sanitary landfill, composting and incineration, which are adopted to some extent in China, is made. And the applicabilities of the three technologies in western small cities are also analysed. It pointed out that sanitary landfill technology should be firstly choosen, composting technology should be adopted only the prerequisites of fully demonstrating the market of refuse compost product and well controlling odor pollution, heavy metals cumulation and compost product quality are available, and incineration technology shouldn't be adopted alone.In view of the current situations of sanitary landfill technology widely applied in China's western region and refuse leachate generally not well treated in China's landfill sites, the refuse leachate treatment technoloies suitable for China's western small cities are comprehensively studied.
