Study On Current Situation And Countermeasures Of Rural Refuse Disposal In The Case Of Anfu County In Ji'an City

Since the process of market-oriented reform,the rural economy and society develop rapidly,at the same time,rural refuse are also growing rapidly,but the disposal system is not mached.There are many problems,such as deficien government investment,lack of infrastructure construction and participation of farmers,low level of awareness,absence of relevant legal,backward management concepts and so on.As soon as possible to improve the level of rural refuse disposal,and enhance the supply of basic public services effectively in rural areas is imminent.This paper mainly focuses on Anfu county rural clean engineering practice,and analyzes the similarities and differences between Luojiang County in Sichuan Province and Anji County in Zhejiang province where the rural cleaning project have done well.It is easy to find that the processing mode is similar called "famer collection,village or town classification(transport),county treatment ".In the implementation process,Anfu county raise funds 50 yuan per person to ensure financial security that county,township and village share the proportion of 3:1:1,and combinating with global tourism and characteristic town construction which improving the rural living environment effectively and providing favorable environment.In order to alleviate the rural refuse disposal crisis,we should propose the introduction of garbage treatment law,strengthen environmental protection law and knowledge education,resource reclamation,government bear mainly responsibility,expedite marketization and industrialization development,guide farmers to participate.In terms of innovation,we should focus on reduction at source,through the establishment of enterprise product recycling system,reducing the use of plastic products,standardizing the development of express industry,advocating green lifestyle measures.
