Study On Technological Policy For The Residential Refuse Treatment Of The Middle And Small Towns In Three Gorge Reservoir

With the process of Three Gorge Reservoir construction and migration, the economy of towns in reservoir is developing rapidly, the population becomes larger, the scale of towns is being enlarged and the process of urbanization is quickened. Meanwhile, the quantity of residential refuse is increasing rapidly along with it, and the increasing trend is not reduced. The mode of piling up the refuse at random in long period makes the refuse deteriorate the ecosystem and environment of Three Gorge Reservoir increasingly. The treatment of refuse has become a great problem can not be ignored. In order to protect and improve the ecosystem and environment and water resource of Three Gorge Reservoir and the living environment, it is especially pressing and meaningful to constitute the technologic policies of residential refuse treatment of middle and small towns in Three Gorge Reservoir used to standardize and guide the refuse treatment system.This paper firstly analyzes the development requirement of residential refuse treatment of middle and small towns in Three Gorge Reservoir and the restriction condition in environment, economy and the technology according to the investigation into the type, the development characteristic of social economy of the towns, and the reality and the existing problem of residential refuse treatment system in Three Gorge Reservoir, proposes the generally countermeasure of reduction, recycling, neutralization and the constituting principles of the technologic policies of residential refuse treatment taking the restriction condition into consideration. On the basis of that, this paper discusses the technologic policies of collecting, transporting, treatment and dispose of residential refuse of towns in the sequence of reduction, recycling, neutralization in detail, establishes the model of comprehensive decision-making of refuse treatment system by Analytical Hierarchy Process, brings forward two modes of"set separate facility in each town"and"centralized treatment associated with all the towns in an appropriate area", and analyzes the optimized treatment mode which optimizes the economy benefit, social benefit, environment benefit.The conclusion shows that: 1.
