As the population, poverty and consumption increasing , the natural ecosystem keeps getting worse, many facts indicated that the development of human society is running counter to the sustainable development. In order to know the distance between them, some scholars and experts in the world start to seek the sustainable index that can quantitatively measure the development of a country or a region, so that we can provide some kinds of early warning reference for the decision-making department.Presently, the evaluation model about regional sustainable development is mainly divided into three kinds: first, the model which use system theory and method to construct the index system, taking the "Driving force- State - Response" (DSR) model which was proposed by United Nations Committee on sustainable development (UNCSD)as representative; second, the model based on the monetization of environment estimating value of environmental economic theory, taking the model " Index for Sustainable Economic Welfare (ISEW)" as representative; third, the model which takes the concrete biophysical quantity as the standard , mainly taking the model of " Ecological Footprint (EF)" as representative.The regional sustainable development appraisal research is a multiplexed system so it is restricted by many objective or subjective factors. The environmental economist William and Wackernagel of British Columbia University proposed a new method named Ecological Footprint Method in 1990's which appraises the degree of sustainable development based on the biological physical quantity ,this method has relatively scientific and flawless system info, clear conceptual framework as well as tidy and unitive index system ,which overcome the numerous and jumbled of the model which use system theory and method to construct the index system and the limitation of the model that based on the monetization of environment estimating value, has obtained most scholars and expert's approval.This paper in the first place analysised the classical algorithmic methods about ecological capacity and then introduced a new method named resources output method which computes the ecological capacity according to the output of regional ecological production and ecological service. Differing from classical methods , on the one hand, it affirms the multiple ecological output function of the ecological productive land; On the other hand, it broadens the source of ecological productive land supply, such as regarding undeveloped land as the provider of ecological productive land, it comprehensively reflect the regional ecological capacity.Next, this paper took the Wutong Qiao County Le Shan City which is located at the southwest of Sichuan Province as the research sampling point.
