With the improvement of the people's living standard, and the ongoing process of the construction of Environmental Friendly City as well as the Harmonious Society, better quality of living condition is also desired. Pollutant management with the target of managing the environmental pollutant, guaranteeing people's living environment quality and improving city environment, becomes more and more important. Considered as the significant environmental problem in the 21th century, persistent toxic substances (PTS) is one of the most important species in the pollutant management, which has carcinogenicity, teratogenecity, mutagenesis effect and hereditary toxicity. It influences not only environment quality, but also mankind's health directly. Environmental information system is an effective foundation of pollutant control and assessment, and a useful tool to the environment management and plan; meanwhile it provides technical and informational support for the further researches such as characteristics of movement and transformation and so on.This dissertation was supported by the Key Program of Shanghai Science Foundation (No. 05JC14059) and the bidding project of Shanghai Environmental Protection Bureau. Abundant first-hand inspecting datum from fieldworks and experiments by our study group, and the production about environmental information system by other domestic and international scholars were included in this work. Shanghai PTS information system was built based on ComGIS technology,which can realize the function of edit, query, statistic, thematic map making, and spatial analysis. Integrated with potential ecological risk and health risk assessment models, dust environment and main drinking water sources were evaluated.The main works of this dissertation are as follows:1) It expounded the present research of the PTS information system, and the theory and technology on environment information system.2) The visualization basic platform of Shanghai PTS information System was built by ArcEngine, which can realize the pollutant information analysis and evaluation.3) Based on the Geostatistical module of ArcGIS, heavy metal contents and theircharacteristics of spatial distributions were studied of the dust in Shanghai urban area.4) Present condition of typical persistent toxic pollutant in shanghai was evaluated by the potential ecological risk model and health risk assessment model.There are mainly two particular points and innovation in this dissertation:(1) Attached importance to combine environmental science and geographic information technology, emphasized intersecting of several subjects and the application of new technology in environmental science.(2) Shanghai urban area and drinking water sources were evaluated by the potential ecological risk model and health risk assessment model, in order to present the pollutant condition from ecology safety and human healthy respectively.
