With the rise of the medicine craft of China, and the demovement of the world's medicine purchase center toward China, and the overall opening up of the Chinese madicine market, the international competition as well as the domestic medicine entrepreneurs greatly accelerates the rapid development of the Chinese madicine market economy. As a result, the industry in our country has become one of the hard cores which speed up the development of our national economy. The harsh evolution made of the entreprises wich refers to developing in the compition and at the same time competing in the development requires Zhejiang Baida Pharamcy Co. to constantly examine and carefully study the changes of outer environment, and then to use the management tools such as System-Project etc., so as to make the right operating strategies on the basis of its own resourse and capacity and its actual situation.This paper studies the operating situation of the current strategy as well as the formulation, stipulation and dynamic strategy change process of the new operating strategy in Zhejiang Baida Pharmacy Company. First, basing on the creation and application of structural analysis model and the means of the fuzzy comprehensive evaluation, we find the existing strategy tends to common strategy and requires the change of strategy. And then the article furhter studies the external environment, quantifise the seven competition forces in the industry, creates the company's current development situation map, analysis the key factors for the industry's success, and measures the total strength of the company's external environment. The paper horizontally expounds the internal environment from the visible resources and intangible resources, and also longitudinally explainsit by the analysis of value chain, and has optimized out the company's core competitiveness basing on the quantitative analysis, and measures the total strength of its internal environment. According to the total strength of the external and internal environment, we create the coordinates of vector strategic plan, and find out that the current strength of the company is a strength one, andtake the differentiation strategy using external chance and the international strategy of national concentration optimized from the strategy set as the current strategy.Finally, By the application of strategic vector model, we measure the new and old strategy's total strength of using the company's favorable internal and external key factors and avoiding the unfavorable ones. then we create the triangle of strategy change, and get the change style of seizing opportunity on the base of the strength, and point out that strategic change and in its implementation great efforts must be made to lern and to control the new strategy, as well as to formulate a strategic implementation system for the plan.
