Life Cycle Assessment (LCA) is a tool which quantitatively analyzes and qualitatively valuates the environmental impact of a product, process or activity throughout its entire life cycle. Its purpose is to assess the resource consumption and waste emissions impact on the environment and seek opportunities to improve the environmental impact and how to make use of such opportunities. The papers carried the life cycle assessment through the heating oil and coal of Wangjiaweizi Dist. Daqing, evaluate its entire life cycle process pollutant emissions impact on the environment which from exploitation, processing, transportation, use to disposal.We studied the goal and scope definition, inventory analysis, impact assessment and interpretation of oil and coal life cycle. Determined the purpose and the scope of the study;analysed the oil and coal raw material input and environmental release output data inventory, collated and analysed the inventory;according to the practical of Daqing areas, we established the environmental impact assessment models, it calculated the environmental impact potential, standardization, weighting analysis, and come to the conclusion that the total environmental impact burden;through the impact assessment results explained the entire life cycle process, assessed the quality of the data and the integrity of the whole evaluation process. At the end draw a conclusion.Through the study we take that the environmental impact load of coal is bigger than oil, that is the environmental impact of released pollutants of coal entire life cycle process is more serious. And on the basis of research findings to the life cycle of major pollutants we made a number of proposals control measures. The study provide a data and a theoretical basis for the use of energy, and we can on the basis of its strengths and weaknesses to use resources for our future work, reduce environmental load in order to achieve the sustainable development of resources and environment.
