The Study On Evaluation Index System And Evaluation Method Of Emissions Trading

Nowadays, the environment problem has already became one of main bottlenecks which restricts the development human society, and it is also the restriction factor of the economic sustainable development, thus positively sought some low costs and effective economic method is really a urgent matter. The traditional order control method played a obvious role in the environmental protection, but also payed very great cost, therefore, it is generally thought more market drive mechanism should be used in protection environment.The emission trading system becomes environmental economic system overwhelmingly concerned by various countries in recent years. The appearance of which has turned the traditional environmental management system from passive and lagging-behind to vital and flourishing. As a market-based environmental pollution control system, the emissions trading imulates economy, promotes the integration of environment and economic policy, solves the contradictions between economic development and environmental protection, and it also facilitates harmonious development of human and nature.This article attempts to study the constitution of emissions trading's appraisal index system from economic basis of emissions trading policy and the way of Edgeworth box chart, constructs the validity appraisal index system of emissions trading, and using the established validity evaluation criteria to appraise the efficiency of Shanghai water pollutant emissions trading. Validity appraisal index system of emissions trading policy are developing standards. The research about it in this paper is just a commencement. Concrete rules will be established along with emissions trading policy being put into practice in our country. The purpose of writing this paper is to offer idea in setting up Chinese evaluation rules about emissions trading policy, and do some help in constructing Chinese emissions trading policy.
