Learn From International Experience To Build A Carbon Emissions Trading System In China

Global climate change has caused widespread concern of the international community, the carbon emissions trading has become an internationally recognized effective means of reducing greenhouse gas emissions. Under this background, China is facing tremendous pressure of the international climate negotiations, and domestic development and emission reduction, in order to effectively control greenhouse gas emissions, China formally proposed to carry out a pilot carbon emissions trading from2013in seven provinces and cities. Need to analyze and evaluate the the international different types of carbon trading system development to build China’s carbon emissions trading system, and learn from the experience of the international carbon emissions trading system. This thesis, overview and analysis of the basis of the typical areas of international carbon trading system, summarized its strengths and weaknesses and the common characteristics and experiences, each different point analysis; accounted for carbon emissions from energy consumption in Jiangsu Province Jiangsu future medium-and long-term economic development, energy demand and carbon emissions trends predicted IPAT model and scenario analysis method, the design and analysis of the parameters and the results of several scenarios indicators through the comparison of different scenarios that achieve a certain level of the low-carbon scenario is based on slow economic growth to achieve emission reduction targets; Finally, according to China’s national conditions and the situation in the province applicability of international carbon trading system, set the total amount of the Jiangsu Province carbon emissions trading explored and made specific recommendations, and of Jiangsu Province carbon emissions trading system design and development strategies, and explain its reasons. We suggest that China could have a trial implement of cap and trade system firstly in some provinces and industries with suitable conditions; in early, free emission allowance could dominate, supplemented by auction, with restriction of the qualities and scope of carbon offsets, then gradually transited to full auction.
