Emissions Trading System Of Watershed Management

At present, China’s emission trading is still in the exploratory stage basin. In1987, Minhang District, Shanghai Environmental Protection Bureau started the first of its kind in China emissions trading, the establishment of the Huangpu River Basin COD emissions trading system, and has made significant pollution effects. The next ten years to carry out a large number of emission trading pilot, including:National Environmental Protection Agency in1993in Baotou city, Liuzhou, Taiyuan, Pingdingshan City, Guiyang City and Kaiyuan SO2and smoke emission trading pilot policy; April1999, SEPA and the U.S. Environmental Protection Agency signed an agreement on "the use of market mechanisms in China, a feasibility study to reduce sulfur dioxide emissions," the cooperation agreement, Nantong City, Jiangsu Province, identified with Benxi City, Liaoning Province, a pilot city for the project; September2001began, the United States and China Environmental Sciences RFF shared project of Asian bank grants loans,"Sulphur dioxide emission trading mechanism" trial in Taiyuan; Jiangsu Province in2002introduced the "management of Jiangsu Province, sulfur dioxide emissions trading Interim Measures,"the full implementation of the SO2Emission Trading in Jiangsu Province;2002, the State Environmental Protection Administration,7provinces and cities in the country (including Shandong, Shanxi, Shanghai, Jiangsu, Henan, Tianjin, Liuzhou) conducted a comprehensive experimental emissions trading; and so on. These are mostly caused by sulfur dioxide for the control of air pollution until the beginning of2002in Nantong City, Jiangsu Province, began operation of the water emissions trading system, but the situation unsatisfactory, five years from a total of only6transactions. By2009, Jiangsu Provincial Environmental Protection Department issued the "Taihu Lake, Jiangsu Province, a major water pollutant emission rights trading pilot compensation for the use and purchase of emission targets approved Interim Measures," to determine the major industrial enterprises in the Taihu Lake Basin water pollutant emission targets and other aspects of the approved purchase content. So researchers are excited that the first domestic emissions trading center in November2007was set up in Jiaxing, Zhejiang, this means the State Environmental Protection Administration and other departments have begun to explore the institutionalization of emissions trading for many years, large-scale forward. However, the basin system of emission rights are still many theoretical and practical problems to be solved.Emissions trading policy was active field of research, and related in the emissions trading pilot project in full swing at the same time, the relevant academic articles and reviews are followed. In a number of narrative and comment, scholars have taken the trouble to introduce the theoretical basis of emissions trading, giving praise and support of the majority, few scholars through detailed investigation, demonstration, and then challenged or objections. Emissions trading in this area specific to the valley, one is not attracted sufficient attention; Second, with the introduction of emissions trading advanced the theory of this system, than we need to think about and research to prove that the system and conditions, and watershed management of their own fit.So, the implementation of emissions trading policy problems encountered in the process, what kind of system needed and so are the environmental problems need to be examined urgently, we need to find solutions to these problems, and in the research, demonstration must take into account when the basin manage their own characteristics. Only after a careful feasibility studies, to solve the above problems, in order to promote emissions trading system in theory basin matures, so that it can be helpful to practice.The author from the emissions trading to be a prerequisite for the protection of conditions of emissions trading, emissions trading policy of the current difficulties experienced by each of the three areas, combined with the characteristics of water quality management, to overcome the watershed to implement emissions trading system, the problems encountered in the process find the answers.
