Research On The Index System Of The Ecological Environmental Protection Planning Based On Ecological Civilization Theory

The Ministry of Ecological Environment has always regarded the five-year comprehensive plan as the overall plan for the implementation of the Party Central Committee and the State Council on eco-environmental protection,and the general grasp of promoting ecological environment work.Since the 7th Five-Year Plan for environmental protection was formulated and implemented separately,the five-year comprehensive planning represented by the national 12 th five-year plan for environmental protection and the 13 th five-year plan for ecological and environmental protection,has played a guiding role in the ecological and environmental work.Provinces,cities and counties also prepare five-year plans over the same period.The index system quantifies and specifies the planning objectives,contents,basic ideas and plans,and combines them in an orderly manner according to the principles of subordination and hierarchy.It is not only the basis and standard for comprehensive evaluation of environmental conditions,but also the basis and premise for determining planning objectives and the preparation of ecological environmental protection planning.China is vigorously promoting the construction of ecological civilization demonstration cities and counties in various regions,and Zhejiang Province is a province with relatively fruitful ecological civilization construction.Anji County,Huzhou City,as the birthplace of "Two Mountains Theory" and the first batch of practice and innovation bases of "Lucid waters and lush mountains are invaluable assets",has passed the acceptance of national ecological civilization construction demonstration city and county in 2018.In terms of ecological environment protection and ecological civilization construction,Anji County has an outstanding exemplary and advanced role.In the closing year of “13th Five-Year Plan”,it is of great theoretical and practical significance to carry out the research on the eco-environmental protection index system of Anji County,which is oriented to the 14 th five year plan.It is helpful for other counties,cities and provinces to build the eco-environmental protection index system suitable for the local areas.Guided by Xi Jinping's theory of ecological civilization and the theory of sustainable development,a total of 39 indicators in five categories: ecological space,ecological economy,ecological environment,ecological life and ecological governance are selected from 13 th Five-Year Plan for Ecological Environmental Protection,Indicators of National Ecological Civilization Demonstration City and County,other government documents such as Measures for Supervision and Management of Sewage Intakes into Rivers and other scholar's research,and the index system is established.On this basis,the rationality of the indicator system is verified according to the results of expert scoring.Weights are distributed for the system through AHP by using Matlab and the system is improved,suggestions are put forward to construct the index system of ecological environmental protection in each region during the period of "14th fiveyear plan".The main research conclusions include the following three points:(1)The reliability analysis results of the Cronbach coefficient and the Kandall harmony coefficient show that,the scoring experts maintain a high degree of consistency in the overall scoring results of various indicators at all levels.The validity analysis results of the KMO test and the Bartlett spherical test show that,there is a significant correlation between the indicators at each level.The structure of each level is reasonable,and the system aggregation effect is good.The index system has sufficient reliability and structural validity,and the rationality of the overall design is recognized.(2)Ecoenvironmental indicators have the highest proportion of total weight,reaching 38.67%,and the proportion of the three types of indicators of ecological environment,ecological space and ecological governance reached 84.47%.When it comes to individual indicators,the weight of the relevant indicators of the ecological red line,forest and grass cover,the environmental quality of the atmosphere,water,soil,and the discharge of major pollutants is significantly higher than other indicators.These are the key directions considered in this design process of the index system.(3)When constructing an indicator system,it is suggested to consider changes of the times in terms of index setting,diversification of means in data acquisition,changes in management functions in terms of index adjustment,regional differences in the process of index selection,and to establish a dynamic adjustment mechanism for planning indicators.
