As the " The Three Simultaneity" policy about construction project implements, the working of safety prevaluation on heat-engine project has experienced more than ten years. 100 safety prevaluation reports with sample representation are chosen by paper. Pass data descriptive anaysis on equipped capacitor, capital formation, project lacation, project type and safety technician per hundred fully-employed staff and workers, the fundamental state of heat-engine project which are chosed to prevaluate; through the anaysis of suggestions-adopted ratio which safety prevaluation reports adopt suggestions from specialists and specialist-group, it finds that the ratio of prevluation reports adopting suggestions from specialist-group is higher than suggestions from specialists, and most reports accept the suggestions from specialists selectivity; by virtue of correlation test between units of evaluation and assessment method, the two variable having powerful dependence is acknowledged, namely, the selection of assessment method is decided by the nature, property and quality of the unit of evaluation; and through it, the general situation of assessment methods used in sample reports is analysised, and preference assessment methods in every unit are put forward; depend on the data statistic anaylsis on identification and evaluation of every dangerous and harmful factor, and the frenquency of every assessment method used by sample reports in every separate unit, the correlation between identification and evaluation of every dangerous and harmful factor is finded; based on the summary about frequency of identification and evaluation of every dangerous and harmful factor according to accidents category and location occurrence, the collective frequency data is compared to the accidents data from heat-engine projects in Chinese electric power industry, and the points which should be paid attention in the safety prevaluation working of heat-engine projects are advanced at the present time. The conclusions put forward can give information and suggestions for prevaluation working of safety assessment agency on heat-engine projects in china, On the other hand, can provide reference for the government of safety supervision and management to control and supervise safety production of heat-engine projects in china.
