The preparation of emergency plan for coal mine is to reduce the social impact and loss of heavy coal mine accidents.In the implementation process,the effectiveness and operability of emergency plans become crucial.The thesis evaluates the emergency plans which with the nature and characteristics of coal mine.Through analyzing relevant theories of domestic and external emergency plans and the relevant theory of coal mine emergency plan system,this thesis establishes the evaluation model of gas contingency plans and make assessments in line with the actual situation and evaluation requirements of mine emergency management system and put forward some improvement suggestions on the emergency plans.There are two major priorities in evaluation process.The first is to construct index system of the evaluation.Through analyzing the the management layer and grassroots staff of the mine and the mine emergency management system.Construct a three-level evaluation index system which is in line with the selection principle and the actual situation of the mine.Then refining the last stage of this system,listing the assessment content.Then according to the contingency plan to achieve the relative evaluation of the content requirements to set the score interval.Complete the index from qualitative to quantitative,reducing the expert on the subjective impact of experience scoring effectively and opening new ideas for the evaluation of qualitative indicators.The final is to complete the assignment of the evaluation index system with the weighting method which combine with AHP and entropy method.The second is to select a comprehensive evaluation method and build the final assessment model.This thesis,by comparing the characteristics of various comprehensive evaluation methods,finally choose the gray system evaluation method which suitable for the fuzzy qualitative element evaluation and establish the evaluation model.In the process of establishment,the gray system evaluation method is improved.The triangular whitening right function in the evaluation method is changed to the central point whitening weight function,which solves the traditional problems such as endpoint selection,function crossing and clustering coefficient.Finally,complete the evaluation of contingency plans by using the improved evaluation mode.Taking Changcun Mine as the research object,through the field investigation and the research on emergency management system,this thesis constructs the evaluation index system which meets the nature and characteristics of the emergencies in the contingency plan.Then assess contingency plan by applying the improved gray system evaluation model in seven gray class.Finally,through analysis the results of the evaluation,put forward the corresponding practical improvement measures to supplement the shortage of contingency plan and improve its effectiveness and maneuverability.
