Study Of Daqing Eco-city By Evaluation Method And Index System

In the paper,the history background is discussed why widespread attention is being paid to the issue of eco—city。Besides,various aspects with respect to eco—city are introduced,including basic contents,principles,key ideas。On the one hand,urbanization has cultivated urban modem civilization,facilitated economic,cultural and scientific development,changed people's traditional perspectives and improved 0ur life quality;on the other hand,it has also brought a series of environmental problems which severely obstruct and restrict the future urban development。Therefore,setting up urban development strategy scientifically,mitigating and resolving urban issues and conflicts and building up a sustainable eco—city has become a key issue with both theoretic and practical significance。The sustainable development and the leading approaches to measure sustainable development are introduced。Sustainability has now become a universal policy goal at least in the official rhetoric。Indicator of sustainable development might give policy makers and the general public some feeling of whether a city was moving in a more or less sustainable direction。In the paper,preliminary situation of Daqing was introduced。Great attention is drown from leaders and the citizens to the subject of vigorous prosperity of energy-oriented Daqing when the production of energy is declining。Daqing is worthy of a thorough research on its past path of sustainable development。The sustainable development in Daqing was evaluated on the basis of the theory of genuine saving。The part calculated the genuine saving of Daqing from 1997—2003 and identified the sustainability of the Daqing under the local criterion。Research proves that between 1997—2000,economic development in Daqing is sustainable。The sustainable features deceased when the coverage of environmental genes increases by 2000。The sustainable development in Daqing was evaluated on the basis of the theory of ecological footprint。The theory framework of ecological footprint and its calculation method are introduced in this part。The part calculated the ecological footprint,the ecological carrying capacity,the ecological deficit and the ecological footprint per 10000yan GDP by accounting some statistic data of Daqing from 1 997·2003。There was the ecological deficit in Daqing city in every years from 1997—2003,the mode of Daqing's development was unsustainable in the scale of city。The sustainable development in Daqing was evaluated on the basis of the theory of genuine saving。By reviewing the development of the National Income Account Theories,this article analyzes relationship between GDP and welfare.The part calculated the genuine saving of Daqing from 1997-2003。In 1997—2003,the GDP of Daqing was on up—trend,but the GPl was not。It indicated that Daqing city would be incline to unsustainable in long term。After preliminary assessment of the history and current situation on Daqing's economic,social and environmental development from 1997 to 2003,the author build a eco—city index system of economic,social and environment development。Through study the index system of eco—city and the present valueof Daqing city the author compared the target and present value and analyzed the reasons that causedthe disparity.Finally,the author evaluated the comprehensive situation on Daqing'S economic,social and environmental development from 1997 to 2003 and raised some suggestions for the city'S further sustainable development。...
