The Countermeasure Research For Developing Public Health Undertakings In Rural Areas Of Hunan Province

The public health undertakings has the inseparable relations with human beings'life and social stability, which is now obtained more and more attention in the modern society. Along with national economy keeping the stable growth, no matter the social overall environment or health resource distribution has being enlarged the disparity between urban areas and rural areas. The work of public health in rural areas has already become the most difficult and important part of public health undertakings.Since the reform and open policy, the health condition and the medical service in our country have been obviously improved, as well as public health undertakings. Meanwhile, the government also regards developing and perfecting countryside's public health undertakings as one of the important task to actualize health system renovation. But, imperfect the health system, unreasonable resource distribution, medical expenditure incessant rising and absence of supervising on medical service market of countryside are those most important factors to affect the development of public health undertakings. From the views of government's public administration, the article combines public policy with welfare economics theory to make pertinent analysis in light of investigation on current situation of public health service. While studying advanced experience of developed countries in the world, it makes a research on the similarity comparing with other developing countries in the filed of public health administration of countryside. So far, the market economic system is not sound in our country, and the public health system in rural areas also occupies the transition period. Therefore, this article explains those problems of public health service to influence economy stable developing and healthcare level of countryside's residents by citing historic evolution of healthcare work and comparing the detailed data of supply mode on public products in rural areas. Based on the above analysis and current economic situation in Hunan province, this thesis proposes those policy analysis and advice for the government as reference in the field of how to adjust public health policy in countryside, how to speed up renovation on public health administration system, to set up new type of cooperative medical system and medical assistant system in rural areas, to reinforce the training for countryside's medical professional, as well as to establish investing and financing system for public health undertakings.
