Circular economy is new development idea that came on in 1980,s. In the developed country, it is coming into a new economical tide and circular economy already has successful practice. At present, there are many successful examples from pollute minimum to until material and energy circulation. However it is late that focused on circular economy. Recently, experts have focused on circular economy little, but government and corporations have not paid more attentions to this problem. In China, not only there is not a relative law, but also there is not effective executive measure. From circular economy theory to its practice, China has not kept up with the developed country recently. In addition, construction material is the typical basic material industry, so it consumes excessively resources and energy, and pollutes environment seriously. Therefore, collecting and reusing construction waste is one of important steps of realizing circular economy. In the course of constructing, massive construction waste produces. Because construction waste includes lots of valuable material, recycling construction waste not only enhance effectively efficiency of taking advantage of resources and energy, but also protect environment and promote economic development.The article discussed mainly 3R principles of circular economy, and how to take use of 3R principles to manage construction waste. At last, gave some suggestions of managing construction waste, in order to exhort people to focus on reducing, reusing and recycling of construction waste. So, heighten people awareness of saving resources and protecting environment. On the other side, hope that these suggestions can provide scientific reference to government in managing construction waste.Construction waste management includes reducing, reusing and recycling of construction waste:Construction waste reducing means that the production of construction waste reduces. It contains the whole management on quantity, cube, type, harmful material of construction waste, that is, clean production. Not only quantity and cube of construction waste reduce, but also the type and harm reduce to some extent. Because the reducing principle is the first step of construction waste management, in the course of construction plan and design, construction materials that consume less resources and less energy are used, also, these materials prevent environment. Meantime, life age of construction extends. Therefore, the production of construction waste is reduced maximize. Construction waste using means useful materials and energy collect from construction waste by management and technique. It includes three sides: materials recollection, materials transformation, energy transformation. Materials recollection means the materials that recollects from construction waste reuses directly. Materials transformation means construction waste makes new type material. For example, new concrete is made of concrete and concrete is made of old brick. Energy transformation means energy recollects in the course of construction waste treat. For example, heat collects in the course of construction waste disposal. Construction waste recycling means construction waste treats and disposes by various techniques in order to make construction waste harmless and prevent pollution.Some suggestions of construction waste management:①strengthen original management of construction waste.②strengthen economic role of construction waste management.③strengthen governmental guide role of construction waste.④establish relative laws and statutes of construction waste management.⑤strengthen education work of construction waste management.⑥establish information system of construction waste management.⑦encourage people to practice life cycle theory of construction engineering in the course of construction waste management.⑧strengthen more investment to research of construction waste recycling.
