| This paper is deeply discussed the influence of every ecological factor to city development, evaluat the ecological adaptability of Jining and Qufu city, rationally divide of ecological zoning and seek the best use of urban land. The paper has great realistic significance in correctly making the city development plans comprehensively improving the ecological environment in urban areas of the city and corresponding regional environmental and economic development.The paper scientificly and objectively evaluated the Jining - Qufu city ecological appropriateness and designated a highly appropriate, generally appropriate, inappropriate and unsuitable area over five grades. On this basis, the city is divided into four functional zones: Eco-industrial-commercial complex, ecological and cultural tourism, eco-restoration and ecological-agriculture. Ecological-commercial complex zones accounted for 26%, eco-tourism accounted for 26% of the total area, eco-agriculture areas accounted for 36%, ecological restoration accounted for 12%.The paper presents countermeasure about the development of four cities in both directions, focusing on building a Qufu new district, aiming high Jining and Canal economic development Zone.
