The Study Of The Ecological Development Mode Of The Dongjiang Lake

In 21^st century, the view of sustainable development has already struck deep roots in people's hearts. Water resource is the wellspring of subsistence and the development that people rely on .It is also the strategic resource of any country and district can never be lack of. Protecting and making a good use of water resource, being around the building of water resources' ecological developing pattern are the important forming parts of our country, over 80percent lakes, more than 90 percent civic water resources have been polluted. Hunan province is facing the crisis of water resource, too. Clean drinking water has become scare resource, the deteriorate of ecological system and the damage of biological diversity which water resources brought is seriously threatening people's health and a district's sustainable development. Dongjiang Lake is one of the rare clean fresh water resources in Hunan Province. At present, the condition of the whole water quality is good, all 89 targets got the first level of national drinking water standard. However, the conflict between local economical development and ecological environment protection becomes very sharp-pointed. So we must build a kind of ecological developing pattern in Dongjiang Lake, solving the problem basically on protecting and exploiting Dongjiang Lake.This article is about the contradiction between the present Dongjiang Lake's exploitation and protection, and the difficulty for the government setting up an ecological developing pattern. It described the Dongjiang Lake's current situation and problem, analyses the existent problem and causes, searches comprehensive and effective ecological protection, ecological estates, ecological developing pattern. It set fundamentally up a basic frame of protection and exploitation in Dongjiang Lake.This article applies the method which theory and practice combined with each other. Used the present result of theory of ecological development, and drew successful practice from domestic and international ecological development. It makes a deep research about ecological governess, river basin management, policy and statutes, property changes' style, ecological compensate and the other related questions. As the environment is public goods and having outside nature, solving the ecological problem in Dongjiang Lake, we must solve the problem of protection, property and compensate. From three respects, government, market and public research of counter measure, it put forward packages of measures and suggestions, coordinated the relationship of water basin's every principal parts' interests, standardized the economical exploitable activity in river basin, strengthen united management of river basin, reduced the cost of administrative management, increased the investment of essential factor and efficiency and level of resources integrate, forming sustainable development resource' ever-lasting uses and protection.
