With the development of economy and society, there are many sharpen problems of the municipal solid waste (MSW) in our life, such as the ecology problem, the common healthy problem, the disposal of the increasing MSW and so on. The problem of MSW is something about the benefit of the beautiful living surroundings and the strategy of development of tour. Beauty needs to be build up, so what is the disposal system of HaiKou on earth?The study just starts from the basic concept of MSW, probing into the status quo of MSW in HaiKou, from the composite of MSW in HaiKou city, the producing source of MSW, elaborating the latent danger in HaiKou city brought by MSW, simultaneously, predicting the product of MSW in future, and tries to support the complete datum of MSW in HaiKou city as a reference for the decision-maker scientifically. So the following question is how to deal with the brought MSW. So the disposal system and the recycle system of MSW in HaiKou were investigated at place, knowing the actuality and the latent problem. With the research of the experience abroad and domestic on the disposal system and the reclaim system, the study gives suggestions to improve both systems. According three indexes, including economy, environment and disposal technology, the study estimates the cost of disposal technology and the latent benefits for economy and environment. Under the estimation, the study synthetically evaluates the efficiency of the disposal among three schemes, including landfill, incineration plus landfill and composting plus landfill. Finally, several suggestions are given for the decision-maker to optimize the decision from the study.The management of MSW is also put on agenda, including several fields such as planning, administration, financing, legislation and engineering.The study develops its research under the theory of systematic science; the system of MSW is divided into five parts: The collection and transport system, the charge system, the disposal system of MSW. And the system of disposal system was parted into three sections, including the producing system of MSW, the disposal technology system and the evaluation system. The study tries to optimize all the subset systems to have a better management of system of disposal.The study has a rich theoretical fundament, involving the theory of sustainable development, the theory of circular economy and technology economics. The study takes the econometrics, the fuzzy mathematics and the system engineering as the method of theory. The positive investigation is also employed to attain the data of disposal system. Simultaneously, a lot of literatures of MSW are searched for the study.The study is divided into six parts. But part 3 to part 5 is the core of the paper. There are several achievements from the study. It sets up a prediction model of MSW in HaiKou city through the multinomial method of Econometrics. The relationship between the development of the reclaim system and the development of the disposal system is confirmed to be interaction. While the reclaim technology of one item is made publicly, it also tells that the improvement of disposal technology is had; The reclaim system of garbage in HaiKou city is investigated at place with the purpose to weight its role for the decision-making of the disposal system. And the efficiency of scheme of disposal is evaluated quantitatively by means of the fuzzy score. In the final, it is necessary to optimize the system of disposal scientifically.But where the study fails to give an eloquent argument of the benefits and cost of disposal of MSW for the unavailable data in HaiKou city. However, a shallow complement is still exposed to strengthen its significance on the optimizations of disposal management system.
