With the help of educational means, environmental education is a kind of educational activities in order to make the people realize and understand environmental problems,cultivate environmental consciousness and gain knowledge and skill of controlling environmental pollution and preventing new environmental problems. The purpose of environmental education is to adopt a correct attitude towards the relationship of human and nature and then protect the human's environment through the common effort of the whole people. As an important part of quality education of the whole people, environmental education mainly includes environmental consciousness education, environmental education in ethics and morals, skill education of environmental protection and environmental policies, laws and behavioral education. With the reality of the excessive consumption of the earth resources, the damages of the ecological environment, environmental deterioration and the unprecedented strain of the relationship between human and nature, environmental education is proposed through the human's re-examination of their social and economic behavior, deep reflection of their traditional development values, values, environmental values and resource values.At present, it is only budding in researching the institution theory of environmental education by the academic circle in our country. Therefore, it has profound meaning in theory and reality to institutionally research the institution selection of environmental education: on the one hand, the people will pay more and more attention to the function of"new institution"theory in every social and scientific area. It will make a positive impact on the practice of educational institution in our country by emphasizing on researching social educational phenomena in terms of institution reflecting the interrelationship among the phenomena; on the other hand, the institution construction of environmental education is imperfect, which prohibits the development of environmental education, and virtually restricts the abilities of solving environmental problems and the process of sustainable development in our country.There are five parts in the paper, except the introduction and conclusion: 1. the emergence and development of environmental education. 2. the important function of institution in the development of environmental education. 3. the theoretical basis of institution selection of environmental education. 4. the development status quo of environmental education in our country. 5. the institution selection of the development of environment education in our country.Firstly, this paper explains and defines the causes and connotation of environmental education, and then briefly introduces the development situation of international and internal environmental education. Secondly, from the function of institution viewpoint, this paper discusses the important function of institution in the development of environmental education. The major function of institution is to guide, coordinate, impel and control the development of environmental education, which reveals the importance of institution in the development of environmental education. Thirdly, this paper elaborates on the theoretical basis of institution selection of environmental education. It is mainly from the economical and administrative aspect to analyze the institution selection of environmental education by employing the theory of public product and the principles of new public administration. Fourthly, this paper analyzes the development status quo and the present major problems of environmental education in our country, and then discusses the institution constraints in the developing process of environmental education in our country: the absence of institution lead to prohibit the healthy development of environmental education in our country.Based on the above theories and analysis of the problems, the fifth part of this paper proposes some concrete ways to institution innovation of environmental education in our country. The institution innovation of environmental education in our country: the principle of balance, the principle of legal institution, the principle of effectiveness, the operable principle and the sustainable principle; the aim of the institution innovation of environmental education in our country is to promote the increase of the consciousness of environmental protection for all the people, the legislation of environmental education, the development of environmental specialty education, the legal support of environmental education and cooperation of related apartments of environmental education. Finally, this paper discusses the concrete ways to the institution innovation of environmental education in our country: 1. intensifying the legislation of environmental education; 2. establishing multi-tiered financial aid system; 3. perfecting effective public participation mechanism; 4. setting up effective incentive mechanism; 5. establishing sound supervision mechanism; 6. emphasizing environmental morality education. Through these presumptions, this paper is to provide some references to the institution innovation of environmental education in our country and promote the healthy development of environmental education in our country.
