The only typical semi-enclosed sea in China is the Bohai Sea which has vast value of development. Along with the rapid development of regional economy, the partial inshore water pollution is serious and the extent of pollution has a tendency to spread widely. Therefore the research on transport law of contaminants in water and the environment capacity (EC) in coastal area not only has the theory significance, but also has the extremely important practical significance.On the basis of summarizing many scholars' research, the article outlined the domestic and foreign marine environment capacity research situation and the research technique, and introduced the method of numerical simulation and active software used in aspect of resolution procedure of marine environmental problem.Take the Caofeidian industrial area in Bohai bay as an example, this article studied the inshore hydrodynamic model, the characteristic of contaminants transporting in water and the water environment capacity. Firstly the hydrodynamic model of Bohai Sea was established, the brief analysis was carried on about the flow field. The boundary conditions in coastal hydrodynamic model came from the results of Bohai Sea hydrodynamic model. Secondly COD and petroleum were chosen as objects investigated and two-dimension flow-quality model was established on Caofeidian industrial area, which used to simulate and analyze the contaminant's transfer character in the typical hydrodynamic conditions.Basing on the existing pollutant source, taking the environmental function region as control goal and taking the area of mixing zone as limiting condition, the environmental capacity of coastal seas were researched. The maximum permission discharge of the chief water pollutions (COD, petroleum) were calculated, and the scheme of total amount controlling was extracted. It supplied technical supports for exploiting the ocean resources properly, protecting the ocean environment validity, and researching other ocean environmental problems further.
