| In the 21st century, environmental problem is one of the main problems human facing. With the great attention paid by human beings, environmental security system of laboratory in university is more and more important. University is the main part to build an innovative state, while laboratory is the main part of teaching, research, and scientific extension in university. The environmental pollution of university's laboratory has been ignored for long term. There are few relevant regulations, and the state's legislation is nearly blank, and the relevant theory research is shortage. Facing to the existed environmental security problems in university's laboratory, some research relevant to law has been done. The research tries to analyze the environmental security system and legal construction of university's laboratory, and confirm the existed environmental security problems and hidden danger. Through comparing the environmental security of university's laboratory at home and aboard, it shows the fact that the policies and regulations about environmental security of university's laboratory in our country are backward. It shows that sustainable development theory, eco-environmental security theory, scientific development and harmonious society theory are the basic theories to construct environmental security system of university's laboratory. The laboratory's security should be focus on prevention and combination of prevention and control, so as to complete a system with supporting and participating. In order to guarantee the laboratory's security, it is urgent to make relevant laws and regulations. At the same time, it is necessary to enhance monitoring and law enforcement. Meanwhile, the research shows that implementing ISO14001 environmental management system attestation is valuable measure to modify laboratory management and guarantee laboratory's security. Research on the problem has important significance in theory and practice.
