The study of the regional atmospheric environmental capacity (RAEC)is the important item of Regional Environmental Impact Assessment(REIA), and the study is also one of the basic work in establishing the target of the total air pollutant emission control(TAPEC) scientifically, using the limited resource of atmospheric environmental capacity rationally and improving atmospheric environmental quality. In order to providing the calculating theory and study method of RAEC for the work of REIA, the paper modifies and improves the box model——one of the RAEC calculating models.According to the drawbacks of the box model itself, the paper considers the factors of the side diffusion, the dry sediment, the wet sediment and the chemical transformation of pollutants in atmospheric environment. And then, the paper add the relevant mathematic models of these factors to the box model in order to complete the modification and improvement of the box model. Thus, the later model can reflect the transference and transformation of atmospheric environmental pollutants, and the dynamic changing process as well.Taking the plan region of Daqing petrochemical company for example, the paper use the improved model to calculate the value of RAEC of SO2, NOx, and PM10 , based on the investigation and study of the regional weather feature, the pollution resource distribution, atmospheric environmental quality, etc. It is proved that the improved model has the higher veracity than A-value model.
